What you are looking at is not an Atari game, but an early version of the incredibly rare CommaVid Magicard. It is thus a programming tool for the Atari 2600/VCS that comes with a pretty hefty manual, overlay templates and that circuit board and will, according to Atari's marketing, turn your Atari into a "hobby computer". Oh man this is a great find. I would personally make a case for it if I purchased it (yea, right, cant afford that current eBay prices!) because an exposed circuit is always vulnerable to static electricity shock. That is how I fried my GBA board!
